Peak has provided LSRP services since 2013 for a group of companies that sent waste to a former waste transfer station that was abandon by its owner in the 1990s. The former facility accepted and transported solid and liquid industrial waste from numerous manufacturing facilities in the Philadelphia area from the 1950s to the 1980s. Arriving containers were emptied, the containers cleaned for reuse or discarded. Waste material was consolidated in an area with no containment, reloaded and transported to other facilities, landfills and unregulated disposal sites. The group became responsible for on-Site contamination in soil and groundwater related to releases that occurred during waste transfer, waste consolidation and on-site disposal practices. Peak provided an LSRP to oversee the investigation and remediation of PCBs in soil, VOCs and SVOCs in groundwater, and waste material in covered disposal ponds. Following soil and groundwater characterization, the Remedial Action Workplan (RAW) for soil and groundwater included EPA approval of TSCA Self‐Implementing Plan for PCBs. PCB‐contaminated soil was excavated and removed from the Site, and a soil cap was constructed for remaining soil contamination, including PCBs at concentrations less than 10 milligrams per kilogram.
Groundwater modeling was completed to support selection of MNA as the remedial alternative and application for a CEA. The groundwater plume has migrated offsite and requires monitoring of an adjacent surface water body. The project includes significant third party involvement, multiple local, state and federal approvals, and TSCA waste management.
Peak has also managed NJDEP requirements to evaluate Site Remedaition Program projects for per- and polyfluoroalkyl substances (PFAS). Historical waste operations potentially connected to PFAS justified groundwater sampling, which identified PFAS at concentrations greater than NJDEP Ground Water Quality Standards. Peak is assisting with regulatory compliance and technical tasks to manage this issue.
