Peak Environmental, A Nova Group GBC Company (Peak) was retained by a property owner preparing for a transaction to conduct a Site Investigation and Remedial Investigation of mapped Historic Fill.  Following the completion of soil sampling, Peak identified regulatory requirements and estimated costs to manage the issue, allowing the transaction to proceed. Soil analytical results detected benzo(a)pyrene, aluminum, manganese, beryllium, vanadium, lead, and mercury above NJDEP Soil Remediation Standards. Peak utilized available attainment tools, including compliance averaging, Synthetic Precipitation Leaching Procedure, development of alternative remediation standards and use of existing streambank conditions to avoid the obligation and expense of remediating the historic fill and/or establishing and maintaining institutional and engineering controls under an NJDEP permit to allow it to stay in place. Peak has submitted a Site Investigation/Remedial Investigation Report to the NJDEP and issued an AOC-Specific Unrestricted Use Response Action Outcome to close the project.
